Changes are needed in U.S. laws to stem continuing delays in the export of U.S. satellites and components, according to a letter from the California delegation in the U.S. House to Sec. of State Madeleine Albright. The delegation said substantial delays remain in processing export license applications and technical assistance agreements (TAAs). These delays have caused the U.S. industry’s share of the worldwide spacecraft business to fall from two-thirds to one-half since the licensing process was changed in 1999, the bi-partisan delegation said in its July 11 letter.
