UK telecommunications regulator Oftel is set to force BSkyB’s SMS division Sky Subscriber Services Limited (SSSL) to publish what it charges for access to the Open… interactive shopping mall. Other moves could include forcing SSSL to make Open…’s interactive services available to other platforms if they demand it; and making BSkyB’s intellectual property rights – such as those vested in its VideoGuard conditional access system – available to others on reasonable terms. The move follows Oftel’s finding, signalled last November, and confirmed in draft form in April, that SSSL is a dominant supplier and falls under the rules in the Class Licence that govern so-called Regulated Suppliers.
