Satel Conseil, a French Satellite communications firm, has made two key management moves:

• Paul Michel Pignal has been named president, replacing the retiring Michel Popot. Pignal comes to Satel Conseil from France Telecom, where he had been in charge of mobile and radio systems.
• Pierre Bescond has been named director general, replacing the retiring Robert Blanc. Bescond most recently has been with WorldSpace, the world’s first satellite radio provider. He also held several positions with the French Space Agency and was chairman of the European Space Agency’s Joint Communications Board.
