Apart from making the satellite for the joint mission, the ISRO will also get the opportunity to launch it from Indian soil.

The National Aeronautics and Space Administration (NASA) and the Indian Space Research Organisation (ISRO) are in talks for building a satellite together. Charles F Bolden Jr., current administrator of NASA, met with K. Radhakrishnan, chairman of ISRO, along with senior officials of ISRO to discuss the ongoing cooperative activities between ISRO and NASA and also possible areas of cooperation in the future.
 
Radhakrishnan implied the possibility of NASA’s Jet Propulsion Laboratory making the radar system and ISRO building the satellite for the joint mission, with launch from Indian soil. An agreement with these conditions would resemble the Indo-French collaboration for the Megha-Tropiques and Saral satellite missions.
